How does the San Fernando Valley get its water?

Most SFV homes receive water from the Los Angeles Department of Water and Power, which in turn purchases treated water from the Metropolitan Water District of Southern California. MWD operates two major import pipelines: the Colorado River Aqueduct and the State Water Project. The ratio of water from each pipeline in any given month depends on MWD's allocation decisions, reservoir storage levels, and availability. During dry periods when Sierra Nevada snowpack is low, MWD draws more heavily from the Colorado River. During wetter years, State Water Project deliveries increase. That shift directly determines what comes out of a Woodland Hills faucet in January versus June.

LADWP also draws from its own local groundwater basin, the San Fernando Valley Groundwater Basin, which it manages under adjudication. Local groundwater supplements the imported supply. Why does water hardness vary so much across the SFV?

Hardness is caused by dissolved calcium and magnesium. Colorado River water carries high mineral loads from its passage through limestone and sedimentary formations in the Rocky Mountain region. The Metropolitan Water District's published water quality data places the Colorado River Aqueduct supply at roughly 240 to 330 mg/L as CaCO3 (about 14 to 19 GPG) in a typical year. State Water Project water from the Sacramento-San Joaquin Delta is substantially softer, typically 50 to 140 mg/L as CaCO3 (about 3 to 8 GPG), depending on the season.

The USGS Water Science School classifies water above 10.5 GPG as very hard. By that standard, a SFV home running on a high-CRA blend in January is receiving very hard water. The same home in May, when SWP deliveries are higher, may be receiving moderately hard water. The annual CCR average smooths over that variation. Appliances and water heaters, however, experience every day of the harder months.

What is chloramine and why does SFV water taste the way it does?

LADWP switched from free chlorine to monochloramine as its primary residual disinfectant in 2014. Chloramine is a compound of chlorine and ammonia. It is more stable than free chlorine in the distribution system, which reduces disinfection byproduct formation over long pipe runs. The EPA sets a maximum residual disinfectant level for chloramine at 4 mg/L as Cl2 per EPA drinking water standards.

The practical effect for SFV homeowners is that standard activated carbon block filters, which are effective at removing free chlorine, do not efficiently remove chloramine. Chloramine requires a catalytic carbon stage. LADWP also runs periodic free-chlorine flushing cycles for pipe maintenance. Households that rely on point-of-use carbon filters and notice that the water tastes different in certain weeks may be experiencing one of those flush cycles. Is Calabasas water different from Woodland Hills water?

Most of Calabasas, Agoura Hills, and Westlake Village are served by Las Virgenes Municipal Water District rather than LADWP. LVMWD purchases treated water from MWD and distributes it to its service area. Because LVMWD draws from the same MWD system as LADWP, the water chemistry is broadly similar. The seasonal hardness variation driven by the CRA-versus-SWP blend applies equally.

Homes east of Valley Circle Boulevard in Calabasas and in adjacent unincorporated areas may receive LADWP service rather than LVMWD. How do you read a Consumer Confidence Report?

Every water utility that serves 25 or more people must publish an annual Consumer Confidence Report under the Safe Drinking Water Act. The CCR lists regulated contaminants with three figures: the detected level, the Maximum Contaminant Level (MCL) set by EPA or California, and the MCLG (MCL Goal, a non-enforceable health-based target). A utility in compliance will show no detected levels above the MCL.

Hardness is listed in mg/L as CaCO3. To convert to grains per gallon (GPG), divide by 17.12. A CCR entry of 170 mg/L as CaCO3 equals approximately 10 GPG, the threshold between hard and very hard water.

One important limitation: CCR figures represent system-wide averages measured at distribution test points, not at any individual address. A home with older galvanized supply lines or a water heater with built-up scale may produce tap readings that differ from the CCR figure. The CCR also does not reflect any lead contribution from in-home plumbing, which is why the EPA requires separate lead action-level testing under the Lead and Copper Rule.

What about PFAS in SFV water?

In April 2024, the EPA finalized Maximum Contaminant Levels for six PFAS compounds under the Safe Drinking Water Act (EPA PFAS MCL rule). Water utilities that detect PFAS above the new MCLs must notify customers and begin remediation. LADWP and LVMWD are required to publish any such findings in their annual CCR and direct customer notices. When is a tap test more useful than the CCR?

The CCR is the right document for understanding what the utility supplies at the system level. A tap test is the right tool for understanding what comes out of a specific home's faucet. The two can diverge for several reasons:

  • Seasonal hardness variation that the annual average does not capture. A home tested in January, when LADWP is running a higher Colorado River blend, may read harder than the CCR annual average.
  • Older galvanized or steel supply lines that contribute iron or sediment downstream of the meter.
  • Scale buildup in a tank water heater that affects the hot-water circuit but not the cold-water tap.
  • A household well in the Calabasas or Agoura Hills footprint that is not on any utility system.
